Harpswell is a town of peninsulas and islands: Harpswell Neck, Great Island, Orr's Island and Bailey Island, plus 95 smaller islands, with about 216 miles of coastline between them. Every house is close to salt water and most sit at the end of a long wooded line. Harpswell heats with delivered fuels. Heating oil serves about 44 percent of occupied homes and propane about 34 percent, the highest propane share of any town in Cumberland County; wood heats about 9 percent and electricity only about 7 percent. Utility gas is essentially absent, under 1 percent. That mix makes heat pumps the main electrification path, and each conversion from oil or propane moves winter heating onto the panel. A cottage being winterized often needs the service enlarged before heat pumps, a well pump and an EV charger can all run together. Efficiency Maine's $400 off-peak charger incentive applies here too.
Power Outages and the Grid in Harpswell
Central Maine Power serves about 4,760 customers in Harpswell, and the town's single roads out along each neck make outages long. On December 18, 2023, winds up to 65 miles per hour left all but about 100 of them without power. After the March 24, 2024 ice storm the entire town was dark, and two days later about 2,400 customers still were. On December 19, 2025, about 63 percent lost power again. Town officials opened the Town Office as a warming and charging center and warned residents never to run a generator inside or within 10 feet of the house. For homes on private wells, a long outage also means no water.
Getting to Know Harpswell
Harpswell has no single downtown. Its villages include Cundy's Harbor, Harpswell Center, North, South and West Harpswell, East Harpswell, Orr's Island and Bailey Island, spread along separate necks and islands. The Bailey Island Bridge, finished in 1928, is thought to be the only cribstone bridge in the world and is a National Historic Civil Engineering Landmark. Eagle Island, Admiral Robert Peary's former home, is a state historic site. Working waterfronts still matter: after the January 2024 storms, six Harpswell waterfront owners were awarded nearly $1.2 million in state resilience grants.
Electrical Permits and Inspections in Harpswell
Harpswell's Code Enforcement Office handles building, shoreland, flood hazard and plumbing permits, but its permit guide states that electrical permits are approved at the state level, through the Maine Electricians' Examining Board. The town still requires its own permit for generators and solar systems, and reviews applications in roughly 14 business days. In the shoreland zone, structures must stand 75 feet from the highest astronomical tide. A new Floodplain Management Ordinance and flood maps took effect June 20, 2024. The state board's rules call for an outdoor emergency disconnect on new and upgraded one- and two-family services.
