Electrical Panel Upgrades in Windham, Maine

Windham has far more part-time housing than neighboring Gorham or Falmouth. About 784 of its roughly 8,700 housing units were counted as seasonal or occasional-use homes in the Census Bureau's 2020-2024 American Community Survey, in a town that fronts on Sebago Lake. Lake camps built for summer weekends were often wired for lights, a refrigerator and a water pump, on a 60-amp or 100-amp service. When a family winterizes one to live in all year, the loads arrive together: heat pumps or electric baseboard, a heat-pump water heater, a full kitchen, a washer and dryer, and sometimes a well pump upgrade. That is usually more than the original service and panel can carry.

The year-round housing has its own pressure points. Fuel oil remains the main heat in about 58 percent of occupied Windham homes, with propane in about 21 percent and electricity in about 10 percent. Each oil boiler replaced by a cold-climate heat pump adds 240-volt circuits, and about 21 percent of homes date from 1960 to 1979, an era of 100-amp services, fuse panels and breaker brands such as Federal Pacific, Zinsco and Challenger that are worth replacing regardless of new loads. A load calculation settles whether the answer is a 200-amp upgrade, a subpanel, or managing loads on the existing service.

Windham's Code Enforcement Department administers the electrical code itself, so the permit and the inspection go through the town rather than the state. Permits are filed online through the town's MyGov portal, and inspections are scheduled with the department. Goodnow Electric pulls the permit, arranges the Central Maine Power disconnect and reconnect for the meter change, and meets the town inspector. For lakefront camps, the new meter socket and service mast may have to go in a different place than the old ones, which can bring shoreland rules into play; that gets sorted out before work starts. About 8.5 percent of homes are in two- to four-unit buildings and about 3 percent are mobile homes, and both need a plan specific to how their meters and feeders are laid out.
